I assume your getting the log from disk manually here? Given that your system doesn't have an Nvidia GPU, but the API is detecting NVEnc support, I'd say you've got a Nvidia Driver installed in the background. Try removing that. Might need to use the DDU tool for it. This was the answer! Thank you!

Updated my graphics driver with latest from Intel, and rebooted. No change. App still not launching. Does this still interfere with handbrake? I had an encode going yesterday, and didn't notice any problems between the apps. I opened msi afterburner after the encode was running though. I also closed the app after my game. I don't think it gave me any issues.
