Also, disabling decomb didn't help.
Any other ideas about why 59.94 to 29.97 conversion isn't resulting in a steady cadence in the final output?

Any idea what is happening when I use those settings though?
The movies appear to playback in HDR10.
Are the standards for mastering HDR10 movies different from each other?
I thought that all HDR10 movies are mastered the same.

What would be the correct HDR settings or are they not necessary?

I’ll try disabling decomb, but do you think that can fix it?

The jerky motion is because you're removing every other frame. What happens if you encode with x264 at 60fps? The bandwidth will be higher than HEVC, but the processor load is less. It will test if it's a bandwidth issue or decoder issue. I'm not expecting 30 fps to be as smooth as 60 fps, but I do...
