To be fair, iterlacing is a convoluted subject. For example, by the spec *all* DVDs are interlaced. But most movies on DVD are encoded with soft telecine which is 100% reversible. You're asking handbrake to store more detail than the original video had, so it's taking up more space. If you're starting with a Bluray source, RF=20 will still be overkill.
