have tried BIOS Settings in different flavours - unfortunately to no avail: - IGP disabled, PCIe primary (this is the setting seen in the log) - no NVEnc - IGP enabled, onBoard graphics primary - no NVEnc - IGP enabled, PCIe primary (current setting) - still no NVEnc but QSV h265 suddenly available....

the driver is the latest from NVidia (21.06.2020)
updating attempt from device manager says "best drivers already installed" and Microsoft Update does not find any.
Same driver on my gaming laptop w/ GTX 1660ti and there Handbrake 1.3.3 DOES offer NVEnc as an option.

I just have upgraded my Media-PC (i7-7700 on Z-270 Chipset) from Intel-IGP 630 to a NVidia RTX 2070 but when starting an encoding session and selecting the encoder, only H.264 Intel QSV is available, H.265 QSV and - most important - the RTX with NVEnc is not !! What you try to do is not possible because there is no support for X.265 MVC 3D. What MPC-HC does before using madVR is applying the proper LAV-Filter (x.264 MVC 3D) and therfore you can see the movie in SBS. But there is no filter for x.265 MVC 3D. what quality loss ?? h.264 @ 32 Mb/s is not better than h.265 @ 15 Mb/s qualitywise but the filesize is only 50% of the original and the encoding for 3 hours playing time in 20 mins (NVEnc RF15) is negligeable. very funny....... when the source is 8 bit (Standard BD) and the pipeline is 8 bit --> what sense would 10bit/12bit encoding make ? just padding the surplus bits with zeroes ??? a 10bit source (HDR) cannot be processed properly because the pipeline being 8 bit same for a 12bit source (Dolby Vision)....
