Quick feedback from the original poster: With the latest Intel driver for i7-6/7-family 23.20.16.4901 QSV in Handbrake 1.07 is working again. So I think Intel has ressolved the issues mentioned as hints in the previous version.

I can confirm the bugs with Handbrake 1.0.7 and the latest Intel drivers. The last version working with Intel QSV working is 22.20.16.4771 for my system. I use an i/-6700T cpu in my system.
