Thank you. But the very intermittent nature of these issues, coupled with several different players, leads me to believe it's the source. I guess what I'll do is try a constant 29.97 FR for a bit and see if that yields better consistency. That is the frame rate I used years ago when I first started ...

It seems as if the source material frame rate is actually variable and increasing the CFR allows it to pick up the variations that land between the cracks of the constant 23.976 frame rate.

John’s advice is spot on. You may also want to try NLMeans with the Film tune, which may clean up more background noise artifacts. Don’t use x264’s NR filter. It says in the documentation under the encoder tuning section that PSNR and SSIM were not to be used regularly, but rather only for benchmarking. Can anyone explain that? Granted the first does produce larger files but SSIM does seem to produce smaller ones with very good quality. Just curious. Than...

True, but I really think it was the change in filters that made the biggest difference. Frankly the DVD itself doesn't really look so good. But they're the only ones commercially available that I'm aware of. There's a couple of episodes that looked like they were over de-noised as it is in the maste...

Much appreciated. His advice produced a couple of very good copies, definitely good enough for me. I also learned a great deal. When the source is this beaten up, any improvement is tough.

Very likely could be. This series was not among the first offered on DVD, so the source material had plenty of time to degrade. One thing it definitely cleared up was the strobe effect on the green checkered shirt. I thought that was unavoidable.

That video was produced with CQ 18, FS Sas, encoder tune PSNR, HQDn3D strong, and nr = 1800 (mostly to control file size), speed very slow.
