my file started at 640x480 so it retained that size, but my data rate went up. It went to 2449.55 kbits/sec. Which boosted the file size to 178MB. Everything else pretty much stayed the same.

The new iTunes has lots of links to Apple's web site for Apple TV info, unfortunately none of the pages are live yet so it's pretty useless. When I changed to 1450 bitrate from 1000, and checked the 2 pass setting, that helped some. I'm not as concerned with disk space usage as quality, but I'm pretty sure that the best the ATV can do is 720p.
