Have you tried copying the DVD to a directory on your hard drive, to see if there are unreadable files? From your description, there isn't any encryption involved, so a straight copy should work.
Handbrake can't fix unreadable files.

For your proposed new machine - don't skimp on the CPU or case cooling. Get the heat away from the chips. Apple spends a LOT of time designing the heat rejection in their tightly-enclosed machines, as do other major manufacturers, but a "mini tower" case has lots of room for big heat sinks...

Windows, specify the path in Preferences->Output files with {source_path}
You need to be careful with this, because it CAN overwrite your source if you disregard the warnings. Make sure the output file name is not the same as the input.

Also note that the Arch repository is not under the control of the handbrake team, and is listed as a "known broken" distribution. It would seem you've run into one of the reasons for that. A change of packages for the OS should not affect a properly-built handbrake install.

Without logs, we're handicapped in what we can suggest. You didn't even mention your operating system, or what you've changed recently. Things like adding/removing drives or installing an operating system update that changes permissions can all affect what is and isn't a "valid location". ...

There are multiple graphic front ends to ffmpeg available. It has the advantage of being available for many platforms, and a lot of people write front ends to match their (personal or group) idea of the "perfect interface" for their operating system.
