You'll also want to implement a hysteresis, so you're not constanting pausing/unpausing a job when you hit some limit.

I’m not sure global FPS would be a good metric if you have different encode sources and settings. What I've done to handle simultaneous transcodes is just create my own tool to process a queue (generated by another tool) for the command line handbrake, plus other tools I need to use like mkvmerge or ffmpeg, or even a queue generated by the Windows GUI Handbrake. OK, I found the issue. My "AppData\Roaming\HandBrake\Nightly" folder must have gotten scrogged up. I deleted it and let HandBrake recreate it. Now it works fine.

AnyDVD. That folder works fine with older versions and the 1.3 release. It's not just DVD folders. Any file I try to load will do sit there forever.

Thanks, s55. That's basically what I did. Used the base image for the distro recommended in your build instructions, added the required packages. Worked like a charm.

Yeah, WSL would be nice, but the rig I use for transcoding is still on 7. Someday...

I know it's a profile. Sorry if I my response was ambiguous. As for the preset, I use "slower." (for tuning, I typically use "film.")

No, I realize they are different. I do using the encoder presets and limits (I use high 4.1). Do the HB presets not "tweak" these with the more advanced options? I thought they did. If they don't, awesome.

I just can't use presets because a lot of things aren't "overrideable" (I know that's not a word), like track-specifics.
