It's a toss up, I'd go with Intel due to AMD's various support woes (drivers, BIOS, etc), but it may come down to motherboard tradeoffs if you have strong preferences there. I'm looking to build a new daily desktop where the only real stress will come from Handbrake.

RF 18 on slow ended up being slightly more than 28 hours rather than the estimated 19+ at the start of the encode. Output file was 9.9GB, so roughly 20 hours more to save 1.5 GB in file size. Meh. just sharing for anyone who searches these threads..... I tested (or started a test) of Greatest Showman 4k rip, using TrueHD passthru, and turned off deinterlace. Otherwise I kept the h265 10-bit settings as default. Rip was 47.5 GB. CPU is Intel i7-8700 @ 3.20ghz (stock) - RF20 medium took 7 hours...
