It looks like it might be related to other software on the machine that's screwing with DirectX/Direct3d in some odd way. Try running in Windwos Safe Mode, see if it works. Someone earlier mentioned that deleting their presets along with several reboots fixed it. (Seemed quite unlikely honestly but worth a shot on the off chance) Therefore, if you want to backup and delete the preset/settings files, reboot and see if it makes any difference. We'd need the full build log and a build with make -j 1 so it's readable.

In all likelihood, it'll be the same issue that was reported on the github tracker and that's cmake 3.2 is not supported (too new) and will require code changes

Given we've not seen this kind of thing before, I'd wager it's probably related to your dock.

There is no point in doing this. If 1 instance of HandBrake uses 100% of CPU time, then processing sequentially is the best option. Mastering issues on discs are common and often only affect part of the disc. 1.3.3 uses .NET Framework 4.8 which comes with Windows 10 since the may 2019 update.

The Current snapshot build uses the .NET 5 Desktop runtime which is not included in Windows and must be installed separately.

HandBrake does not support VAAPI.
