Just note, the quality scale between NVENC and x264 H.264 encoders is not the same. You'll need to adjust quality slider to optimise your output.
That said, generally, hardware encoders trade speed for efficiency, so file sizes will generally be larger at a perceptible quality level.

On that CPU, there won't be any PCI-E Resizable BAR which can hurt ARC performance a fair so while I might otherwise agree QuickSync is a better option, I'm not sure I'd risk running an ARC no a 4th gen board.

Looks like GDDR6 is not a surefire way to tell as they have a Desktop/Mobile variant of the chip that I guess made it into some cards.

Driver is too old for 1.6.1 to work. Officially, we've never supported the 7-series GPUs from Nvidia although they were reported as working by some in versions that pre-date 1.6 so maybe 1.5.x or 1.4.x might work They are however garbage for encoding so I'd be inclined to return and try target a 10-...

mduell, Windows UI has been using hb.dll for years. It has no CLI involvement. Works exactly the same as vidcoder as it's using the same C# wrapper code that is maintained out of our repos.

There is no formal API but the Windows UI is C# .NET and it wraps the native hb.dll so you could hack something around that. Noting that it's not treated as an API so the code could wildly change between versions

HandBrake has never guaranteed frame accuracy when cutting so it'll be not in many cases. It's not really the write tool for the job if you need frame accurate cutting.

VCN is not supported in the flatpak builds at present. You'd have to compile from source if you wanted to use that feature.

Nvidia doesn't seem to provide a driver new enough for the GT-710 so I'm afraid your outa luck on this one. You'd have to use an older, unsupported version of HandBrake for it to work. Probably 1.6 or 1.5

Id note also that taming a 14900k can be hard. Especially on motherboards that have high power limits and high time limits for the higher power states
