Filesize will also vary from source to source but using hadware encoders in general is sub-optimal if you want small file sizes. x264 will do significantly better in this regards. Nope. You could script the CLI but it's not something you can do with presets.

These encoders (mostly) are fixed function so improvements come from new hardware with each generation. If your running reasonably recent Intel CPU's for example. I've just had a report from another user saying installing 4.7.1 didn't fix the issue, but 4.8 did.
Not quite sure why this would make any difference, but if any folks don't have 4.8 installed want to give it a short and report back, that would be helpful

Any chance you could look to see what the last set of updates where that was installed? There should be a View Update History button on the updates page.

For example, a video where a person is walking with a camera, might be several times larger than the same person standing still taking footage of the same area. His AMD GPU is a VCE 2.0 card, so no H.265 acceleration support either.

Your only option, is software. Given your encoding low resolution content, it'll bottleneck that CPU so better scaling isn't really feasible here.

Looks like it's WPF that's crashing out on your system. I'd make sure all graphics drivers are up-to-date and make sure you have the latest .NET 4.7.1 quality updates installed through windows update.

The crash happens when you have no tracks setup in the Selection Behaviour screen, and no fallback encoder. So in effect, it doesn't know what to do. When you batch scan a folder, it presents each file as a separate title in the dropdowns. You can then add each one to the queue, or use the bulk add to queue option after selecting an appropriate preset. (Customise the toolbar if the option isn't present)

Dell doesn't appear to supply drivers up-to-date drivers so you'd need to get drivers direct from Intel. @pk_hand, make sure you also update Intel UHD drivers if your chip has onboard graphics too. You've got a system level crash. Also maybe worth re-installing .NET Framework 4.7.1 on the off chance...
