It's not tied to a user or PC. Just install and it's available to everyone on the box. There's also the portable version that can be placed anywhere on the system at which point, you control the access rights. We don't do anything janky like installing in the user profile. HandBrake is free and open source software. It’s not payware and there are no license keys. Can install it on as many machines for as many users as you like.

If someone is asking you to pay for HandBrake, it is likely a scam.

What gave you the impression that you needed licenses?

HandBrake has an 8bit pipeline currently. We have a desire to get to 10bit but it's a lot of work and we just don't have the free time to get it done at the moment. For example, On a non-xeon system that only has dual channel memory, you could very easily hit a RAM *bandwidth* bottleneck that slows down the encode and fails to fully utilise a high core count CPU. In general, unless your running water cooling, CPU temperatures will spike within seconds and typically saturate within a few minutes. HandBrake reports latest version for Windows (HandBrake-1.2.0-x86_64-Win_GUI).
Sounds like the update checker is maybe being blocked then. 1.3.3 is the current release.

Each Platform has it's own dedicated UI. The linux is a GTK ui and the code is on GitHub.

It's probably not a particularly complex change.

It also has some features that are hardware-dependent turned off.

It's fine with spec complaint files but struggles when you throw error prone OTA recordings, NVR file and anything that isn't complaint at it. What's your expectation? You may also consider an AMD system as the bang for buck there is pretty insane right now. Even taking into account your "deal", you might be surprised with the performance per dollar there. If your lucky, you might be looking at double the performance but it's really diffic...

Tools Menu -> Preferences -> General -> "Use The Dark theme ..." Or, you can turn that off and use the High Contrast settings in Windows itself. As for font size, It's not adjustable in-app, however it uses the system font size or larger. As such, would recommend changing the Windows Display Setting...

The audio tab is not supposed to be saved. Click on the Audio Behaviours button and configure the setup that you wish. This will become part of your preset.

The biggest change that causes this in x265 is the aq-mode=2 change. Setting it equal to 1 in the extra arguments will give a similar behaviour to before.

Alternatively just adjusting the CQ can bring things back in line.

Apple likes running their machine near the thermal limits (price of being thin) so it's not uncommon to see them running Hot and in many cases, thermal throttling the clock speeds down.
