So currently I rip my blu-rays to play on my Apple TV. What does PGS subtitle support mean for this use case? If I understand it correctly PGS subtitles are images as opposed to srt which are text files that are overlaid on the video at the times specified by the srt. Since Apple TV's don't support ...

My rips look great at the 22. I'm picky and have tried to find differences. I just can't see them.

Even at 22 it looks so much better than Apples 1080p, which even with better source material is so compressed bright skies and stuff look terrible.

The Apple TV 3 only has a 100 Mbit Ethernet port, but that's still plenty even for streaming 1080p content. If you're using WLAN, maybe you're on a crowded channel or there's interference. Check your switch/hub. Is it 100 mb ethernet? If you want faster you can go to 1gb ethernet by switching out that piece of hardware. If you have 1gb hub/switch then you should be good.

Your lan and internet speed should be and typically are independent.

I've been using high profile with 21 constant quality for 720p and 22 for 1080p. I'm surprised to see how low peoples constant quality is here. Hmm. I didn't know an ATV 2 preset existed so I just modified the HP to lower res to 720p for all HD sources. It's worked without flaw so far, and I've converted a lot of my blu rays (probably about 50). So either I've been lucky of the framerate issue isn't very common.
