The faster settings are designed to just throw enough bits to display the image good enough, and not further see how better to compress. It does its thing and moves on. You seem to be under the impression that the encoder presets are guaranteeing a certain size, they do not. I apologize for not saying this before... when I refer to "Very Fast" or "Very Slow" I am referring to the Encoder Preset Setting in the Video Menu, and not the provided Presets.

VeryFast reduces the quality thus the smaller file. The file sizes are on par with "Very Slow." Often times the "Very Fast" setting produces smaller files than "Very Slow." It also seems to use less of my processor for significantly faster encoding. Hence my question. ...

Oh... I forgot to mention: In the preferences menu, there is an option for using QSV for decoding.
I have turned this on and off, and it doesn't seem to do a thing.
