But digital noise along the right edge of your video sounds nothing like an interlace/telecine issue, because that only applies to the horizontal axis. Good luck. I still suggest an NLE for what you are trying to do. Handbrake is limited. Resolve is free.

Use a simple ratio just like you learned in school. I won't do the math for you, and Handbrake probably isn't the best tool. You'll be cropping a lot off the top and bottom, so you actually might "mind". There is absolutely nothing wrong with including a pillarboxed segment in your widescr...

It's always better to increase bitrate a bit to compensate for losses, but 320 will be enough.

You cannot "convert" a 4:3 video aspect to 16:9 without stretching, pillarboxing (black borders), or cropping; the rectangles are different sizes, sorry. It's ordinary math.

I can confirm, at this time Intel QSV does not support two pass rendering. It uses CQ.

Sorry, I misread your question, and apologies. You can losslessly trim AVC video in VideoRedo for Windows and maintain GOP integrity.
Premiere and other nonlinear editors will usually re-encode it, but not much quality is sacrificed.

You heard wrong, because ALL programs that crop video will re-encode it, introducing losses.
