Handbrake GUI won't let you upscale. Use the DVD settings and let your teevee do the work.

With your combination of CPU and settings, that is not an eyebrow-raiser. There is no reason to encode 10 bit except to take lots up of time. Your source is 8 bit... RF 18 is overkill IMO. No, probably a fault of your captured file. Try fixing it or trimming it in the trial of VideoRedo+, if you are on Windows.

I guess if I was encoding for a home media server, I wouldn't be using the QSV hardware encoder.

But digital noise along the right edge of your video sounds nothing like an interlace/telecine issue, because that only applies to the horizontal axis. It is probably unfilled macroblocks in the recording, so just crop...

Use a simple ratio just like you learned in school. I won't do the math for you, and Handbrake probably isn't the best tool. You'll be cropping a lot off the top and bottom, so you actually might "mind". There is absolutely nothing wrong with including a pillarboxed segment in your widescr...

You cannot "convert" a 4:3 video aspect to 16:9 without stretching, pillarboxing (black borders), or cropping; the rectangles are different sizes, sorry. It's ordinary math.
