Your display height is 576.
Also, you do not have a vertical TV. It is 1920x1080.
WIDTH X HEIGHT

Use the Fast 576 p25 preset. We don't use x265 for standard definition.

Handbrake GUI won't let you upscale. Use the DVD settings and let your teevee do the work.

With your combination of CPU and settings, that is not an eyebrow-raiser. There is no reason to encode 10 bit except to take lots up of time. Your source is 8 bit... RF 18 is overkill IMO. VerySlow is overkill IMO. x265 for BD is time-wasting compression IMO. Try the HQ 1080 p30 preset and compare t...

Use a 1080 60p preset.

No, probably a fault of your captured file. Try fixing it or trimming it in the trial of VideoRedo+, if you are on Windows.

I guess if I was encoding for a home media server, I wouldn't be using the QSV hardware encoder.
If you use one of the 1080p presets under the General tab, how does it play and look?

But digital noise along the right edge of your video sounds nothing like an interlace/telecine issue, because that only applies to the horizontal axis. It is probably unfilled macroblocks in the recording, so just crop...

Good luck. I still suggest an NLE for what you are trying to do. Handbrake is limited. Resolve is free.

Use a simple ratio just like you learned in school. I won't do the math for you, and Handbrake probably isn't the best tool. You'll be cropping a lot off the top and bottom, so you actually might "mind". There is absolutely nothing wrong with including a pillarboxed segment in your widescr...

It's always better to increase bitrate a bit to compensate for losses, but 320 will be enough.

Seems strange that your Roku won't take AAC 5.1

You cannot "convert" a 4:3 video aspect to 16:9 without stretching, pillarboxing (black borders), or cropping; the rectangles are different sizes, sorry. It's ordinary math.

Since you're on Mac. you might want to check Subler. I don't know much about it.
If you have Windows, VideoRedo is my go-to.
