4K content + 6 year old CPU + compute-intensive modern codec + unnecessary filtering... ain't gonna be fast.
I'd drop the unnecessary filtering and use preset veryfast for a bit of a speedup. Beyond that, you need a better CPU.

HB isn't for ripping disks, use MakeMKV for that.

Why are you trying to encode from 47660 kb/s to 15 kb/s? A more reasonable target bitrate (1500? 15000?), or a target quality, should get you a result.

I don't know the answer, but in general there's no point to using multi-pass with a hardware encoder, they're intended for single pass/realtime.

RF is unique to certain encoders, and regardless isn’t the same scale between encoders or settings.
I'd start with the H.265 QSV 1080p60 preset and adjust from there to suit your size/quality preferences.

Easier to support one subtitle processing pipeline than two. A lot less user and developer concern about subs than audio.
