If your content is already progressive, the decomb is a pointless slowdown with some risk of misidentifying content. Different series, and even different episodes, are going to vary in bitrate. Decombing checks for combing; if none is found it doesn't deinterlace the frame, if a little is found it blends, if a lot is found it runs your deinterlacer of choice.

Sure, you could do that. Pick the same preset you used and pick constant framerate. The quality will be slightly worse due to the reality of lossy encoding.

EEDI2 (Enhanced Edge Directed Interpolation) resizes an image by 2x in the vertical direction by copying the current image to every other line in the resized image and then interpolating the missing field

If you only need to change the container and not the streams (other than dropping some), HB is the wrong tool for you.

Use any muxer for that, like mp4box, subler, ffmpeg, etc. Much faster and no loss in quality.

Don't bother with x265 for high quality HD encodes; x264 is way faster.

x265 shines at large frame sizes (4K+) or very low bitrates (low to medium quality); otherwise you don't get much for the speed hit.
