You're importing the GUI presets there, some of which are incompatible with your CLI version and/or use x264.

The source bitrate has nothing to do with your output bitrate, since it was done with a different encoder, settings, and set of constraints and priorities in mind. Use a quality target to avoid losing quality.

TiVo recordings are encrypted. Decrypt them with tivodecode before you open them in HB.

You'd have to analyze the source to find out. HB doesn't support HDR.

Not filtering may help, since you're getting some frame blending.

You certainly won't find maximum quality with minimum size with a fast encoder preset. Slower will get you better compression efficiency.

Given the resolution of your video and your bitrate target, I can't see how x265 makes any sense here. x265 advantages are for very large frame sizes (4K+) and/or very low bitrate targets, neither of which apply to you. Try disabling decomb unless you really have interlaced 4K content (which would be very strange).

Also your encoder settings including the HDR copypasta is neither correct nor doing what you may think it is doing.

Pastebin your encoding log so we can see what's actually going on. Users are not great at describing it, historically. Yes, there's room for x265 optimizations with more assembly. 1) The hardware encoders are generally garbage.
2) AMDs is the worst of the hardware encoders.

VCE is fast, it's not efficient. So you're either going to end up with large files or low quality.
