You can also install MinGW-w64 under Cygwin (I'm sure there's a way to install MinGW and the MinGW versions of the HandBrake build dependencies directly, but I find Cygwin's package manager works rather conveniently, even though the interface is perhaps a bit clunky). I would love to see some additional H265 QSV options and development within handbrake. If Intel adds ICQ rate control to their HEVC encoder, that's definitely something we'll be very keen to add support for. Switching to H265 x265 takes approx 8 hours with frame rates in the 3 to 5 range. This is the same 1080p preset and using the MEDIUM setting. It looks like you're using an external SRT file… could you try the same SRT file with a completely different source, for testing purposes, to see if the subtitle packets are still missing?

And x265 can let you set a specific level, but IIRC they're not listed in our GUI drop-down.

If you want to target a bit rate, then use average bitrate rate control.

Your system does not support using hardware-accelerated encoding in its current configuration. You do not have the driver support for QSV. QSV doesn't have a psychovisual model to support CRF. Yes, that's one of the tradeoffs of the quick hardware encoders, the efficiency (quality for size) is crap. Thanks for confirming that. The QSV H.264 encoder has a CRF-like rate control algorithm called "ICQ". It might possibly make its way to the HEVC encoder in the future (I have no inside knowledge of Intel's plans though, it's just wishful thinking on my part)…

(1.) .... the new setting "H.264 (AMD VCE)" encodes twice as much frames per second (120 fps) as the old setting do (60fps). (2,) .... the new generated MKV-files are about 50% bigger than the old ones. (3.) .... time of encoding per MKV-file is halved. Just FYI, (1) and (3) mean the same thing ;) ...

Not etc. -- extra options (text box) overrides preset and tune, but it overridden by profile and level unless those are set to auto ;) :P

Initializing the VT H.264 encoder with hardware acceleration fails for some reason. Not sure what the error code means, maybe Ritsuka would know, he spent a lot more time than me working with this API.

Yes, it depends on the graphics hardware. Though in theory HEVC capable hardware should be AVC capable too. My wildest guess would be Apple decided to provide H.264 encoding using the Intel UHD graphics on the i9 board and HEVC via the other card or something; perhaps the way we initialize or detect...
