Theoretically the Kaby Lake unit should have a "better" QSV encoder then the two Skylake options simply because every new generation Intel puts out has incremental improvements to their QSV engine. How much of a difference one generation to the next actually makes in practice I've no idea...

AFAIK this oscillation issue shouldn't happen at all on modern flat panel displays no matter what room lighting you're using, it's strictly a potential annoyance with old-school CRT monitors and TVs.

As far as I know, NVENC only supports constant QP encoding, it doesn't have any CRF-like rate control yet (unlike QSV which has ICQ and LA_ICQ). It's not about region locking, it's about formatting. It doesn't have the code necessary to interpret the 3D extension to the BD spec, ie HB would only be able to see one of the two sides when loading up a 3D blu-ray title because there's no way for it to know about the other. There is a significant difference between deinterlace-bob and decomb-bob. Deinterlace-bob (what you appear to have used) will perform a simple bob on each field while decomb-bob will do a smart bob which should give better quality. I'd suggest making sure output is set to variable framerate then play around a bit with filter combinations on a short segment (eg 'detelecine on, decomb off' or 'detelecine off, decomb on' and etc.), see what you get.
